At least a 2006. I'm hoping to get a Signature L, but those are kind of rare, so I wouldn't mind a Signature Limited. One with the Continental package would be even better.
There is no torque steer in the FWD cop cars, theyre hardly powerful enough to evoke even the slightest tug on the wheel. Theyre not turbo SRT-4 Neons or Saab Viggens (the kings of torque steer) for Petes sake.
As for the off-road thing? I take it you dont watch Cops often? Ive seen hundreds of chases go off-road.
front wheel drive is only good until it is not. once you lose it or it slides you almost can not recover without knowledge of using the brake and gas at the same time.

So you like the newer body style? I personally much prefer the 1990-1997, but the newer ugly ones are still nice cars underneath.
Something to be aware of, if you're not already, is that in 2003 the Panthers (Crown Vic, Grand Marquis, Town Car) went to rack-and-pinion steering. Many say that ruined the traditional tracking stability of the car - and I've driven enough other rack-and-pinion putt-putts to believe it and to know how it changes the nature of the car. I wouldn't touch one with a 10 ft pole. The older ones drive better and, pre-'98, look better.

Just my 2 cents worth.
I've driven our Grand Marquis and thought the steering was fine. But then again rack and pinion is all I've ever driven. I may drive a pre 1998 Town Car for the heck of it, since there are a few people I know that say it's better. I still much prefer the looks of the 2003+, though.
