Exactly.
When we were in college, at 'Quad Parties', with about 400 people present, we took older Saabs, and had a contest (winner got a free 1/2 keg of beer), guessing how long it would run before the motor would seize as we slowly drained the vital fluids out of it. Was worth as much running as it was when we had the main crank essentially weld itself to the crank bearings.... ;-)

'New luxury car' and 'under 25K' are mutually exclusive requirements.

Is this a joke thread? There is no NEW LUXURY car for under $25,000.

You can either buy a REGULAR SEDAN for lower than 25k
Or a very USED LUXURY car.

Who pays MSRP for an Accord?
Truecar pricing for Accord EXL 4cyl is $25.5 and EXL V6 is $28.5 so, with some haggling, you should be able to go below these prices.

Hers is the worst Honda we have had.
2008 and 2003 are the worst years for the Accord according to this site:

Honda Accord Problems | CarComplaints.com

In fact, the 2003 Honda Accord gets the second worst car of all time award on that site as well:

My mom got the EXL V6 for 28k, sweet.

Anyway, it's still 3.5k over what he wants. Maybe he's okay with a 4 banger, but... meh.

Point is, you can always haggle, but I think it's easier to stick with the MSRP, since that is a constant.

There has been a thread on this ... that site's data is very misleading.
Besides, OP is considering a 2013/2014 model, not 2003 or 2008.

The 2003 Accord was the model/year with a troubled transmission.

Do you think the data for 2003 Accords is meaningful to someone buying a new one? Compare to the history (shown for convenience):

I would recommend either the Kia Optima or the VW GLI. I have a GLI and I absolutely love it.

You won't find a new non-luxury car with that. Recommendations? Stop being ridiculous in your demands. For $25k you can get a well equipped ecobox. Check out the Elantra, comes loaded at under $25k. Or you could get a moderately equipped family sedan like the Accord. The Chysler Sebring is actually a good buy since you can load that thing up and due to discouting get out under $25k, much cheaper than a comparable Accord would cost. Ford Taurus is another great option since you can pick them up for thousands below factory invoice easily, but even then you aren't going to get leather for under $25k. If you want something that handles better than a family sedan, you give up features. A stripper Genesis Coupe would be an option or the Scion FR-S/Subura BR-Z.
