Following too closely insinuates she was moving. She was parked on a highway, that's a whole different scenario.
Its funny, just doing some searching on Google talks about how dangerous it is to park on the shoulder of a highway and users here think its cool to do it ON the highway lol. No wonder we have to put allergy warnings on peanut packages.
What I find interesting, is that she saw the ducks (small objects in the road), and was ABLE TO STOP without hitting the ducks...
Whereas the motorcyclist was not able to stop while approaching her car (a large object)!
Stopped, didn't put hazards on and parked up the car and got out for a stroll or to talk to the ducks or something.
Look we all get it, the biker should've stopped but didn't. He didn't do it on purpose, he most likely got fixated and died because of it. The large portion of the blame has to lie with the person who thinks its a good idea to park on a highway.
My car broke down a few years ago in a travel lane on a highway (not an interstate). We put the flashers on and I ordered my family out onto the grass, far from the lanes, and on the other side of the guard rail (which blocked us from pulling on to the shoulder). I couldn't walk, so I stayed in the car. It was unbelievable how many cars came within inches of hitting my car, even though there were flashers on, and a long straight view (no curves, hills, or objects). It wasn't until a state trooper got behind me and put on his lights that I felt safer. Even then people almost hit the cop car. The flashers are not good enough. She should have pulled off the road if she is going to stop. The majority of people just don't pay enough attention to what's ahead to allow parking in the travel lane.
