Because people don't like to be blinded by unnessarry bright "fog" lights. Also just like your highbeams your supposed to turn them off when another car approaches. Me personally I don't mind them if they're pointed down towards the road. The thing I hate about driving at night is the people with these insanly bright headlights and aux/fog light that are blinding.
I think people are talking about different types of foglights. Many sedans come with low fog lights aimed really low to the ground like my Lexus. These are aimed so low there is no way they would blind anyone. They are more for look than anything. Than there are the ones that come on off road vehicles that would blind most people.
On if fog is out, off is fog isn't out. I drive a European Sports Sedan and am an actual driver, not some poser. Therefore, I drive smartly, not to show off to others and say, "look at me, look at me!". Goodness how silly, but it is the American way I guess. Sad, but true. Ever hear a Harley? "Look at me, look at me!" Too funny.
I turn them on if I'm getting off an exit and driving down heavily populated surface streets. The lower light helps me see if children or small animals run into the road.
gosh i wish i had a certain Type Of Vehicle that made me a real driver and not just a pretend one....... i'd never make bad decisions out in public. Maybe i've just been buying the wrong cars all these decades, cuz if my fogs are also on in snow, rain, dusk, backroads, and near idiotic drivers where add'l low/side lighting can only help prevent an incident then shame on me.

You could use the same argument for driving with the high beams all the time.
