This looked mighty shady..possible robbery/car-jack waiting to happen? If he was genuinely broken down, he'd have hazards on, and there would certainly be no reason to block both lanes.

I have run onto these in Mexico and in Asia... gives a knot in your stomach when the un-uniformed person directing traffic has an AK 47. Especially when I had 60 USA kids in a bus (Mexico). Their parents would not be happy if I didn't bring home their kids.
