Take a look at http://www.legis.state.la.us/lss/lss.asp?doc=88283

where it says, in part,
" No vehicle shall be equipped with nor shall any person use upon a vehicle any siren, whistle or bell, except as otherwise permitted in this Section."

The "otherwise" has to do with emergency vehicles, or those only used in parades etc.

No excessively loud horns like those you hear when a fire engine honks, either. If you use the 'off road use only" clause and you have a suburban, Federal Signal made a Thunderbolt model that might fit. Baby boomers for miles around will dive underneath their nearest desk

It is probably legal to INSTALL it, but it may not be legal to USE it!

Buy an Air Horn form a Locomotive it will be sure to grab alot of attention but mostly negative attention if you use in a Residential area but if you like lots of fines, tickets and really pissed off neighbours it may be the horn for you.
