Default Cleaning scuff off plastic bumper bar

I have a second hand Toyota Camry with a plastic bumper bar. There appears to be some kind of scuff mark on part of the back bumper bar. I'm not sure if a car has scrapped here or what, as there appears to be no remnant of another car left on my car.

I have tried washing it, but the mark stays. When it is wet, it is not visible.

Does anyone have any tips on how to remove this mark?

if its just a scuff mark and didn't scratch/damage the paint, get a clay bar kit, about $20. it'll tell you how to use it on the package; basically knead the clay, spray the area with the provided spray, and gently rub back and forth until the mark is gone. wax afterwards because clay takes everything off the paint including wax.
