New? FR-S / BRZ.

Not the fastest, but you get great handling and fuel economy that won't break the bank.

I'd go Ford Mustang GT or Challanger R/T.

Big V8s, lots of fun.

as for new, Miata or BRZ/FRS for handling. And of course, Mustang GT for pure torque power (and burnouts!).

Hands down, the most fun I think I could have would be in an FRS/BRZ for a new under 30K car. It had the same exact weight dist. as my 370Z, but one of my friends let me drive his BRZ Premium, and it felt like a miniature version of my Z06, except lighter! The steering was more tactile, but a bit less "razor's edge". Perfect for the street. Limits of adhesion even with the stock Prius tires (which is what they are) was decent, but easily broken without being too stupid on the street. In short, it was a helluva fun car to drive with EXCELLENT manners that won't get out of hand unless you're legitimately being a ham-fisted idiot with it.

For used, make mine a C5 Z06.

I've owned one. No. Suspension needs a good bit of work to make that car predictable and fun for the street (horrible rebound control, rubbery steering inputs, feels far more front-heavy than it is, and this is with my Sport suspension model) unless you just want straight-line performance, in which case, it's honestly not bad. 332bhp motivated it quite well. Just a hair slower than the new Camaro SS's in my experience.

New I assume?

RWD - Scion FR-S or Subaru BRZ

FWD - Volkswagen GTI (Base)

Used - well that's an endless list...just depends on how old you want to go. You can get used Boxsters and even 911's at the price...same is true for a laundry list of Corvettes, Camaros, Challengers, etc...
