If he's living on campus, a stick-shift pick-up truck with a cap or cover on the bed. The stick-shift is to keep other people from borrowing it, and the cap is to keep people from throwing garbage in the bed when it's parked.
I am going to a bit different route and suggest a Jeep Wrangler TJ with the 4.0 I-6 and they are easy to come by in stick shift only because it is a fun vehicle that that you can really enjoy in college and the second reason sis you will get your money back when you go to sell it or trade it in after you finish college since the do not depreciate very much and are always in high demand.
If I were advising a college student about buying a car I would say that the best possible decision, if it is at all possible, is not to buy a car at all. They drain one's resources at a tremendous rate and the expenses could add years and thousands of dollars to your student loan repayment. Even if the student absolutely needs a car once a week or every couple of weeks a service like Zipcar would be much better.
When i was in college, i bought myself a $1500 Lincoln Mark 8. Drove the wheels off it, didn't put any money into it, and when i graduated and had an engineering job lined up....the dealer gave me $2K for it in trade in on a new Mustang GT.
Honestly, in college i didn't need a car. Me and my roommates were always out partying and such that we took cabs everywhere.
Also, cars at college sometimes get abused. I used to walk out of the dorm the next AM and see shopping carts placed on the roof of some kids new BMW, or saw another kids brand new VW beetle rolled onto it's side. I'm sorry buy you just don't do that.
My friend had a $500 POS toyota that was stolen twice. Recovered the first time, and he drove it again for a month until it was stolen again. It was found 3 weeks later with a homeless guy in it. He would have taken it back except the guy was using the backseat as a toilet.
Since it's not specified new or used, I'll assume NEW.
Honda Accord for one. If someone asked me to reccomend "A Car" and no further info, this is what I'd say. It does just about everything right.
Chevy Tahoe/GMC Yukon. Lots of room to move back and forth. Still a pretty cool car that will last for years and years after college.
F150/Silverado/Tundra- Pickup truck.
I really wouldn't worry too much about gas millage. It's not like kids are going to be putting a ton of miles on these things, they're in school all day. What they do drive will mostly be city, which no vehicle does too great.
Another cool compact truck I would thin was a neat college school truck was the Ranger Splash later the Ford Ranger Sport as well as the Chevy S-10 Extreme and Toyota Tacoma X-Runner
Another fun vehicle would be a old school Full-size custom van throw in a beer fridge some carpet and a decent home stereo system with some massive tower speakers and have a party van on campus and a place you can take a nap, smoke ( Some Rx medical Marijuana for you Glaucoma between classes) or sleep off a hangover.
