Try this: Completely extend the seatbelt, bunch up the 'afflicted' section and tie it off such that it hangs loose but keeps the rest of the belt from retracting. Take this bunched up section and find a way to dip it into a bucket of detergent/water and let it soak over night. In the morning dry with a towel and allow to air dry before you use. GL
Just be careful that whatever you use to clean the belt does not compromise strength. Offhand I would think a dilute solution of Dawn in soft or preferably deionized water might pull the contaminants out.
After soaking the belt, scrub it with a dish brush. Then rinse with clean water and scrub with the brush again. (I would use a bit of laundry detergent for the "wash cycle".)
