Yes there is, those fleet vehicles would have been pounded to death with a lot of hard abusive miles, raced at high speed, hard cornering and braking, I would never buy one of these, the amount of wear and tear you may not see to the chassis, suspension, axles, brake system etc etc would cost you far more to deal with.

I'd check for city;county; state auctions where those reselling them buy them. Likely a lot cheaper. You need to know which ones to attend as some keep very good maintenance ;others poor. For instance you will find cities or counties that require full brake service after all high speed chases. garages that operate 24hrs a day because of this. Others run them until they break down. Varies widely as to now they are maintained.

I'm not sure they are that bad. Police cars I believe are aways taken out of service before they get to 100,000. Even with idling time, they should have a lot of use left in them. As for driving at high speeds, over curbs, and through ditches. Yes, but that is not the way they are normally driven on a daily basis. They are only used that way occasionally, and anyway they are designed to handle that type of activities. Example: they have upgraded heavy duty suspension systems.

Running juzt e85, you're going to be going to the pump more than with just regular gasoline.
