I suggest, if this a bolt with a nut situation, placing an air hammer on the head of the bolt and a proper box wrench on the nut. Hammering will likely break the bond between the bolt and nut. Oh, use penetrating oil for a couple of days first.
This will avoid destroying the nut or the bolt.

Another way that will damage both the nut and bolt is to drill a hole on one of the nut flats to remove much of the side of the nut. Drill into the bolt as needed. Then use a sharp cold chisel parallel to the axis of the bolt to split and expand the nut. Replace the bolt and nut with new. Use silver anti seize goop to keep the rust from seizing up the new fasteners.

PB Blaster is good. Kroil is better and aviation Kroil is best., all are way better than WD40. Kroil costs 3 times as much as WD40, but is 10 times better. It comes in an orange can.
