I have a 1999 Ford F450 Tow truck with a 7.3 turbo .

It loses power and misses when I give it gas but when driving normal speed no problems.

I had a ford technician look at problem with a computer and he said number 8 injector . Today number 8 was changed.

Test drove it same problem.
I also
changed th fuel filter.

And I emptied the tank to make sure No water

you are getting what is known as turbo surge, and there is a fix. it involves removing the turbo and changing the compressor and turbine wheels with more modern designs. google 7.3 turbo surge.

Is this happening under load towing or unloaded or anytime? Does it have a wicked wheel? I think early 99s came with a wicked wheel. Have him pull the intake boot and look and see if the intake vanes of the turbo have any dings or badly dusted (pitting on the blades)

Losing power and missing could be different things. I know they 7.3 injector harnesses can break and cause missing and loss of power. The harnesses are about 70 bucks and are under the valve covers.

He should do a buzz test on his injectors

Surging is when the turbo loads and unloads boost. Depending on the type of intake you may hear it more with a open filter type vs a factory sealed box

I would check the wiring harness for the injectors. Pull the valve covers and check the condition of the harnesses. My buddy's 99 sounded like it was missing. I had a extra set of wire harnesses I bought but never used. Replaced them. Truck ran great. The harnesses break down after time. The harness is what tells he nor yours to function and open. If the harness is bad the injectors don't open and truck misses.

Look into what is called Hutch mod. The screens in the fuel tank pick up get really bad. Ford won't sell just the screens. At least they didn't when I looked for some. Also the fuel filter in the bowl should be changed too.
Be careful with the drain valve. They break and leak. So if you need to drain the bowl have a drain repair kit handy.

THe wicked wheel was and is an aftermarket turbo wheel. Nothing factory about it.
