My HOA doesn't have any restrictions on car repairs but I hardly ever see anyone pop the hoods on their cars in my area. It's a typical middle class neighborhood but I guess people are too busy or uninterested in doing a little wrenching on their own. I feel like I'm in a deserted wild west town when I have my hood open checking stuff or refilling washer fluid.

Well, I really think that my neighbors pop the hoods of their cars when they have or need to, just like I do, but not at the same time I do. Besides, if I am popping the hood of my car, I am probably not looking at my neighbors right then.

I don't get it, I guess. I just don't see the need to be looking at what my neighbors do with their car's hoods in my neighborhood.

I'm about the only one in my neighborhood who does, though there is a guy a couple streets over who has a C5 Z06 and a garage full of tools who also does. Other than that... Most people take their cars somewhere.

I wonder if the neighbor's across the street are running a chop shop or some sort of insurance scam.

Different cars show up all the time. Then they show up with body damage a couple weeks later. Then they work on them a bit. Then they disappear. A big panel truck also shows up at night to pick up parts. Also seen them pick up used cars that need head gaskets, fix em up, then sell them.

But aside from that oddity just another person or two on my block seems to DIY basic maintenance. Most don't even bother to wash their cars themselves anymore.

We have no HOA either, and I wouldn't live in a place that did. Despite the median income of $144k here, I actually have two neighbors running restoration businesses out of their homes, and several neighbors do their own minor repairs such as oil changes and brakes. I have restored two cars in my driveway and garage, including engine swaps, welding and paint. Our only law is prohibiting parking a vehicle in the same place on the street more than 72 hours, but it's not enforced unless someone complains. Home based businesses must be licensed, but there is nothing to stop hobbyists. Many of us also do our own home maintenance, and even renovations. My neighbor across the street has a bad leg and is 60+ and is sometimes seen on the roof sweeping off leaves and fir needles. I'll be out on the side (corner lot) building a greenhouse this weekend.

A HOA would restrict that you can repair YOUR car in YOUR garage?

They would consider refilling washer fluid a repair?

No, no, no. only a qualified mechanic may look under the hood. You didn't know that, OP? Under the hood - if owner even has a clue how to open it - is MAGIC only those people can not be blinded with. Just like Arc of Covenant - if you were not a priest, it'll kill you.
Dude, general public brainwashed ignorance on car matters is unbelievable.
Oh, and BTW, you reminded me of a Rolls story. So there was that guy that somehow ended been driven by a chauffeur in a RollsRoyce. Fella was technically savvy and was burning to take a peek under the hood. On some secluded stretch, he asked driver to pull over so that he could take a look at the engine. Driver smirks back at him with utmost despise and says SIR, you want me to open bonnet so that passers by may think something is actually WRONG with a ROLLS ROYCE!

Most owners open the hood once, look at all the electronic components, shout "holy $hit", close the hood and never again open it.

The more intrepid ones go online and look at the cost of diagnostic equipment, shout "holy $hit" and switch the computer to a porn site.

If I had some nosey, busy-body pretentious-snob/HOA-nazi control-freak walk up behind me uninvited, while I had my back turned, totally engrossed with something under the hood of my OWN vehicle, in my own garage or on my OWN driveway, just to 'notify' me that whatever I was doing 'goes against' some idiotic by-law or looks 'unsightly' or 'offensive' to the surrounding community, I can tell you that that is ONE unlucky individual who'se day will NOT be ending very well.

Seriously, is THAT how things really are these days, out in 'gated-communities' ?

If so, then I feel NO sense of shame whatsoever, that I am not doing nearly as well as I once dreamed of becoming.

Who the hell really NEEDS that kindof B.S. ? ? ?
