When I have traveled with dogs in the past and no ac, I would put a large cooler in the back with a bag of ice in it and fill it part way up with water. Also, In the heat of the day, I would stop at a lake and let them swim. An occasional swim would really cool them down.
If the heater dont work and the A/C dont work maybe its time to postpone the trip and address the issues your car is exhibiting or think about upgrading to a newer car.
As for advice on traveling with no A/C? about all you can do is travel with windows down, and avoid traveling during the hottest times of the day
Install window visors. $40 expense and 10 minute job. Then, driving, open passenger side windows down about an inch. What this does it creates a very nice cooling airflow inside the car. A bit noisy, sure.
That's why I almost never use AC in my cars. Window visors. Well, tinted cars too, but you are not doing that.
My AC hasn't worked for years. It pooped out on me just before moving to South Carolina from Wisconsin... talk about bad timing! (I've since moved back to WI, but it gets humid and hot here in the summer, too. Would be nice to have AC.)
I just got home from a trip to Charleston, SC. I drove down with no AC... drove around SC and melted from humidity. I just tell myself that it builds character. Sweat out all the evil.
However, I did have a styrofoam cooler and two small coolers filled with ice. I drank lots of water. It really wasn't so bad with the windows down. It was only when stopped in traffic or idling that it became a sauna.
I'm not sure I'd spring for a rental if I was on a tight budget, personally. But maybe I've just gotten used to not having AC at this point.

Sounds like it's going to be one uncomfortable trip. Driving with the windows down on the highway will be noisy but at least you'll have airflow, albeit hot airflow. If you have to drive in the city or in traffic, that's going to suck.
My last car didn’t even have AC in it and I drove it in temperatures well over 80 degrees in every western state including the desert southwest. I even drove through Death Valley with temperatures near triple digits. Suggestion: roll down the windows.
120 in the west isn't as bad as 80 in the midwest. The humidity there is like stepping out into soup.
Any money on a rental is better put towards fixing your a/c.
