It isn't very clear what it is that you are asking, but if you need an official VIN verification done for the DMV in California, you must find a State licensed VIN verifier. Licensed verifiers are likely to give their services away for free...
Licensed VIN verifiers can be found at many Auto dealerships.
mycarfax will give you some information on a cars VIN for free. If you are looking for things like service records and such.
Its basically part of the official carfax that you get for free. Itll give you recalls, registration info and service history. Basically everything but accident data.
My friend at a Mercedes dealer got me tons of detailed info on two cars I was looking at in other states. Listed every option on the cars, and every exact thing that was done at a Mercedes dealer. One car had a few pages worth of dealer stops, while the other had next to nothing. Thus, I thought higher of the guy/car who had the dealer service everything rather then the 2nd one which who knows who did it? It was all moot as I didn't purchase either. I can get that info anytime I want, which is a nice benefit I've acquired.

This is true, but people shouldn't take what they see on a Carfax report as a complete record of a car's history. Sometimes when a car is serviced, the service may not show up on a Carfax report. I've had that happen with my current car in the last few months, and I had to enter the service that was done myself through MyCarfax so it would show up in the service history. Also, just because a Carfax report doesn't show the car as having been in an accident, doesn't mean that it hasn't! If damage to a car is fixed without any police report or insurance claim, then it will not show up on a Carfax report. I am sure that one of my previous cars had been in an accident, as the paint on the front fender and door did not quite match and there was also evidence of paint overspray. The car that I have now may have had flood damage, as the seat anchors are rusted, yet it is not branded as a flood damage car on Carfax.
If you are looking to check your car to see if it had previously been stolen or has been declared a salvage vehicle, you can use the National Insurance Crime Bureau's free VINCheck tool: https://www.nicb.org/theft_and_fraud_awareness/vincheck
To check for recalls on your car, go to Safercar.gov and click on the yellow button on the home page that says "Search for Recalls by VIN": http://www.safercar.gov/
I tried this for my current car, and this website says that my car has never been in an accident, while both AutoCheck and Carfax show one prior accident on my car.
