As Drover mentioned, Pittsburgh drivers are very polite. If traffic is backed up on the highway and the on ramp it's customary to take turns letting cars out. If someone drives rudely I think it's a new driver or someone from out of town.
Don't drivers honk at people they know in other cities? If you don't honk at your neighbors they might think you're mad at them.
We have a lot of old drivers who go down the hwy. with their turn signal on for miles and they tend to get stuck in the passing lane afraid to move over to the right. If you live here you tolderate that because it's somewhat normal.

Seattle drivers are obnoxiously polite - like everybody drives 55 down the highway. It was very frustrating having been raised in metro Detroit where if you weren't going about 80, you were causing problems on the road. I don't know if Detroit drivers are particularly rude, just fast. Big highways there that cater to speed, as opposed to the Northeast where most everybody drives kind of slowly but rudely.
I've found Boston drivers to be relatively pleasant (cabbies excluded). I've never seen a city where I'll be waiting to jaywalk and cars will literally stop to let me cross the street illegally. I feel bad since I wasn't trying to impede traffic - just waiting for a hole to run through.

We have both here in Victoria, but I have noticed that men are more often courteous than women...No I'm not sexist, that's just the way it is around here.

You think NoVA is bad, try SoVA. They are rude for no reason. They are rude just because they can.

In my experience, the nicest drivers are in more rural areas.
Boston in my experience has the rudest drivers.

Salt Lake City has polite drivers for the most part. While visiting there, my wife and I where crossing the road (jaywalking) two lanes of traffic would stop for us. That would never happen back in Ohio.

In Southern California, most drivers are polite, but oblivious. They are susually doing something else while sitting in traffic (reading, putting on makeup, talking on the cell phone, having sex - yes really, etc). If they see you, they will probably allow you to change lanes. It is rare that they see you.
I also found that drivers in Southern CA are the worst dirvers that I have encountered anywhere as far as being in control of their cars. They tend to slam ont he brakes for anyhting ("It is ranining - BRAKE!" "A train is bearing down on me - BRAKE").
In LA the impolite drivers have guns.
IN Detroit drivers are very aggressive, they will drive onthe shoulder to pass you. However they are much more in control of their vehicles than in Ca.
In Boston drivers are nuts. They will just hit you no one seems to care. They compoletely ignore lane markers, stop signs, traffic lights, it is utter chaos. One hand with a finger raised otu the window, the other on the horn and none on the steering wheel.
Of course this is generalizing. All three places have a share of execellent courteous drivers.

It can be very frustrating when going some place should take you 10 minutes but ends up being at least double that all because people drive below the posted limit ALL the time. Sounds like Spokane. Spokane drivers are generally polite, but stupid and slow. Just tonight coming home from work, I got behind two morons running a blockade side-by-side, both going 2mph under the speed limit. I don't think they did this on purpose, merely they were both too dense to realize they were blocking someone who wasn't driving to a funeral. I patiently endured this for a while, only to have some tool pull in behind all of us with his brights on. For fifteen minutes I drove, stuck in the middle of this vehicular freak show, blind, my engine hating me as we drove at that uncomfortable speed right between gears where the automatic cannot decide if it should switch or not. Finally the guy on the left had to slow down for a squirrel, giving me my break to slide infront of him and gun it (I didn't hit the squirrel). As soon as I got ahead of the Goof Troop, they all flashed their brights at me! ....What? Insulted that I actually have somewhere to be? Idiots.
Why don't I have brights installed on the back of my truck!?? That way when someone is doing a close encounter of the third kind on my arse, I can turn them on for a second, to let him know that if I have to flip my rear-view mirror down, he can squeeze his damn eyes shut. You wanna dance?!! You wanna dance with me!@>!?
