Which car has the right of way? (engine, drivers, speeding)

Yield signs aren't used as much any more because they're just too ambiguous for people, apparently.
That said, if I was doing an unusual maneuver like a U-turn I'd be the cautious one and right-turners are usually pretty lazy so that would be reasonable. Sometimes it just doesn't matter who has the right of way - you may be right, and you may be dead nobody else knows it!
The car at the stop sign has not entered the roadway. All cars on the road way, such as the car taking the U turn , have the right of way unless signage expressly states otherwise.
I had this problem the other day . The car in the center turn lane was turning left onto my road while I was turning left (crossing the center) onto the roadway. The driver in the center refused to turn off until I went and proceeded to wildly flail her arms making gestures as such. Very annoying.

Yield signs aren't used much anymore because they are not revenue friendly. I can remember places where I used to live where stop signs were rare and yield signs were everywhere. Today the yield signs have been 100% replaced with stop signs. People are driving exactly the way they did then, and they still treat them like yield signs. But now the local cops can go on a ticket writing binge a couple of times a year, to fund their salaries.
