so the small sedan guys expected the excavator to move out of the way, this is why they came out and start kicking the guy?

From what I see, they had it coming based on their action.

The authorities only prosecute speeders, dissidents, or gangsters. Everything else is taken care of 'under the table'.

Their first mistake was dropping off the cab. If they'd finished kicking his arse, they would've been free to drive away. Or whup up on Mr. Video Man.
