I lived in Japan for a few years. I think American car manufacturers would have a very hard time competing with Japanese car manufacturers in their home territory because the Japanese car manufacturers offer so, so many options on their cars. You can really customize your cars over there. But BMW and Mercedes have done it. One thing to consider is that yearly registration fees are based on engine size, so you have to make small, efficient engines.
All that he is saying is if japan sells cars and motorcycles in the united states and we charge no tarrifs or put crazy restrictions on them, then why the hell is Japan putting crazy restrictions and tarrifs on out cars and motorcycles.
