My mother is giving me her car . I will be taking it home to Pennsylvania from Florida. Could i just have her sign the title and Bill of sale and be able to transfer it when i get back to PA

Of course.
But do understand title laws in both states.

Some states require a notarized signature on either the title or bill of sale or both. Some don't.

Some states exempt sales tax to members of immediate family.

No problem. After registering the car in PA, sent the FL plate back to your mother so she can turn it in to show the car is no longer in the state. Be advised though that since the car is being titled in another state, your mothers name/title will remain in the Tallahassee computer as owner forever.

For a couple bucks, get a 30-day transit plate in Florida. Just show the DMV the signed off title and your insurance card. Drive to Pennsylvania and take care of everything else at the DMV there.

Unless it's changed Pennsylvania is one state that does require notarized signatures at both ends of the transaction.

Asking very specific legal questions on topics that very a LOT geographically may get you interesting answers, but you probably shouldn't depend on them.

State-to-State transfers of car ownership is very common, as is family transfers. Each state's websites should have these specific topics covered.
If they don't, or if it's hard to understand, then just phone one of their offices in each state and ask a human.

That is not what the OP asked for. He asked what documents are needed to legally drive the car from one state to another. The answer is a temporary transit tag, which will legalize the transport through every state, regardless of that state's title laws.

No he didn't. He asked if he would be able to transfer title when he got it to PA. Nothing about transit.

She would need to keep her insurance going until he had his own insurance and transferred the title.

He would be driving on her license plate and insurance. He could mail the plate back to her when he had one from PA.
