That's pretty much the way it is. If there were some way to magically improve fuel economy it would've been brought to market by now. Additives, air intake devices, and other gimmicks don't stand up to actual testing.

Does this mean you are not interested in my wonder widget. It is guaranteed to increased fuel millage but only if you pay for it in cash. When your have bought and paid for enough to make your wallet measurably lighter your millage will increase.
