Does anyone know if any of these services offer discount or free service for special cases such as elderly or those with special needs? I’m asking for an elderly friend of my wife.

It appears that OnStar doesn't offer senior discounts at the current time. You may be able to find additional information about OnStar's senior discount policies on their customer service page here.

You can also visit their homepage to see if OnStar has posted any updated information about their senior discount policies.

You might want to try Hum by Verizon:

FordPass:

BTW:
Any existing OnStar systems - which include apps, on-board WiFi, emergency call and concierge services - will cease to work from December 31, 2020.

All/most subscription services offer some sort of discount.

If seeking something for emergencies. One can purchase an Android 8.1 - the cell phone AND one year of service for $45.00. Yes, the phone and the service for one year. Purchase one. Keep it charged. Leave in glove box of vehicle.

Have two vehicles. An extra cell phone fully charged sits in the glove box of each vehicle. Just for emergencies OR when I forget to take my regular cell phone. Yes. Have 3 cell phones. When the year is up. Just purchase another new cell phone - for another year of service.

Where did you hear that their US system is ceasing to work as of December 31, 2020? As far as I know, all pre 2016 or so models with Verizon may be sunset when 3G is shut down. All current models with 4G LTE have years until expiration on AT&T.

Go to their Facebook or Twitter page and send a message. You will need the pin for the account etc and they will offer deals for the account most times.

Vauxhall will be stopping its Onstar connectivity service in all models in December 2020. Onstar belongs to General Motors and the decision to discontinue it in Vauxhall cars was taken by the brand’s new owners PSA Group.

Vauxhall is kind of like a UK version of a Chevy. I rented one in Scotland and it seemed pretty similar except for the RH drive.

Onstar will continue in the U.S. as far as I know. I have it on my Camaro for $20/month for the least expensive plan. I only have because I do photo shoots in some pretty remote places and it gives some peace of mind if there was ever an emergency.
