Sorry, I forgot to update this thread. I went to the DMV, they ensured me that my vehicle was not stolen, and had no record of anyone trying to claim my vehicle was theirs or anything.
I think this guy is trying to scam me, or he got suckered into buying a stolen car.
Why would he wait so long to try and register the vehicle? HE claims he bought it in September 08, but is just now trying to register it?

It might not be a bad idea to call your local cop shop, talk with the "crime prevention officer" if they have one - see if they have any information on this.
So I thought this whole mess was over, I guess not!
I got pulled over on the way into work tonight, I was sitting at a red light, and a cop came up behind me, after a minute of sitting at the light he flipped his lights on, so I pulled into the parking lot.
He came up and asked "Are you Victor? You don't look like a Victor" and I said no I had no idea what he was talking about. He said that my plates showed "Not Valid for Highway Use" because there is 3 plates issued for the same VIN number.
I explained to him what has happened so far, and he gave me a card with a number to call tomorrow, I believe it's just the same poeple I talked to before though that said that this issue was resolved.
So now I have to go to the DMV in the morning and get this figured out, and open up a new case again, what a mess.
In Illinois, a replacement VIN tag must be installed by an Illinois State trooper. (One calls the local barracks, makes an appointment, and he comes to your place of business.) The rivets that hold the plate in place are tamper proof, and a cop is instructed to note the state of the rivets on the VIN tag if he pulls someone over.
