This stretch is at a section where there are 2 mergers from other expressways, they reduced it down to one lane, so traffic is always backed up for miles. the strange thing is, the section they have closed off and by the looks of the equipment sitting around, they are going to tear up the concrete and redo this section...but this very section was just replaced about 2 years ago, there are no potholes or damage at all.
Its even hard to get any details about why they are doing this, or to file a complaint, I called the DOT, they said they had nothing to do with this and told me to call the highway dept, called them, and they said it was the state, blah blah blah.
I have heard that states will plan these projects, even if the road does not need any repair, just to spend the money, so they can show money being spent, and justify the need for money, and to ensure they get money in the future. If any of this is true, someone needs to step in and correct this.

Had a commander who said we need to use all of our training money for the year because if the higher ups saw we weren't using it, they would cut our budget down to what we actually used for the following year.

I stay in Tennessee, and something similar just happened on a section of interstate that was just repaved about two years ago in some sections after a big interstate project that was put off due to 'cost' for years. It still ended up costing about twice the original price. They repaved it again although perfectly fine while other parts of the interstate in my city have been getting patchwork for a decade.
Principals fly out the window in 'Conservative' states when it comes to 'lose it if you don't use it' policies on federal funded projects like any other state.

It happens in the private sector as well but proably not to the magnitude as the government.

This is in KY, but yes, Ive heard a few people say the same thing about road construction, if they do not spend the money, they wont get it next year, so some projects are done just to be spending money. Its really a shame, because this section of road is in perfect condition.
At least they do things to the roads over there. Here in SC, public infrastructure money goes straight to someone's pocket. Not a dime spent on improving anything.

Funny you say they don't spend a dime on improving anything. I'm looking forward to when they finish rebuilding I-85 in the Upstate, especially north of Spartanburg. That was some old freeway.

Yeah, it's getting better since they raised the gas tax a bit.. I mean, at least I am able to see some results from that money. I-85 in Spartanburg is an avoidance area now.. Just take 85 Business. I-385 is having some odd work done on it now.. Not sure what it is, but they've been closing one lane NB in the mornings and 1 lane SB in the evenings.. And you just find patches that have been repaired..
Then, of course, there's the whole new flyover portion at the I-385 and I-85 interchange. That's an area that's needed work for a long, long time. Used to see tipped over 18 wheelers there once a week because the ramp from 385 to 85 had such a sharp curve.
