Exactly. There are arguments for and against it.

From what I've read, most First Amendment experts say if it goes to court, the guy will probably win because the Supreme Court has upheld plates as personal expression before, but that it is by no means a foregone conclusion.

Yup. States have reserved the right to disallow vanity plates on 'taste' and other subjective 'offensive' grounds. If subtle (and relatively innocuous IMO) sexual innuendo has been rejected/banned before, why would hate speech suddenly change the scenario?

What are you talking about? I was pointing out that the government can and does place limits on things. Not everyone can get married, which you seemed to disagree with yet proved in your very own post.

Not every license plate is going to get approved, either.
