Check out smallblimps.lefora.com. We are working on bringing small airships to the mainstream. This is a community project of enthusiasts.
For clarification, most airships operate a little heavy to facilitate ground handling. So they produce a little aerodynamic lift to get off the ground. They can stay aloft at very low speeds and can "hover" only if they drop ballast in flight.
I suggest you build your aircraft to meet ultralight rules. This means you will be able to fly with much less red tape (such as a full pilots licence). Otherwise, you will need a licence which will costs thousands by itself.

You should go ultralight but also let it have water landing capabilities that way if you ever have to take more than yourself you can sail to international waters and take off without the US rules.  Check out
witts ministries on you tube these guys are actually pulling off a lot of inventions that would allow you to use steam as a lift gas. If you want to be truly free you cant buy your lift gas  Also nano solar panels are lite and power dense enough to help.
