Yeah, price is not a particularly good comparison, because so many factors play into it. "Better" is indeed in the eye of the beholder, and whether one prefers DC or Baltimore (or another city) does largely depend on what he/she is looking for and what they value. Size (whether geographic or population) is also not a particularly good indicator.

That being said, DC does have a larger, contiguous area of dense, vibrant neighborhoods than does Baltimore. DC's downtown is in better shape, and there aren't really any places in DC that compare to some of the bombed-out neighborhoods of east and west Baltimore. DC's got (more than) its share of crime and poverty-stricken areas to be sure, and there are people making very questionable buying decisions in less-than-stellar neighborhoods. But I've yet to encounter a DC neighborhood as decrepit as McElderry Park or Sandtown.
