It really just depends on what you're looking to spend. I've helped numerous people on city data find rentals and would be happy to aid you in your search. Feel free to pm or shoot me an email.

Which one would you pick for a 25 year old female: Ellicott City or Pikesville?

Here's my take on Mt Vernon vs the waterfront neighborhoods (Fed/Canton/Fells/Harbor East):

-Mt Vernon is (IMO) the most beautiful architecturally, and to me feels the most 'urban.' I could most easily imagine finding a neighborhood like Mt Vernon in Brooklyn NY, for example. By a considerable margin it also has the richest array of cultural institutions and events in the city.

-Nightlife/bar wise-frankly the harborside neighborhoods are better. Mt Vernon has some spots, but IMO Fed & Fells pretty much dominate in this respect. Canton's bar scene is overrated I think (but still better than Mt Vernon's).

-Culturally, I think you'll find the harbor neighborhoods more preppy or fratty in the young professional demographic. Mt. Vernon is a little more hipster/intellectual in scene. The harbor neighborhoods are more white on average I'd say (Fells somewhat less so), Mt Vernon more ethnically and culturally diverse.

-Mt Vernon is a little cheaper, with better parking. It is probably somewhat less insulated from crime. I would probably give my perceived safety ranking from least to most insulated as: Mt Vernon, Fells, Canton, Fed.

That said, they're so close it's a breeze to travel between them. I'd suggest that anyone pick the one that provides the easiest commute to work in the morning/evening as first priority.
