You've just described the best reason for compartmentalizing these issues. Housing for the underclass is an issue that can have an affect on entire communities. A lack of education, an addiction, and criminal behaviour are all personal problems. An individual needs to be ready/able/willing to turn their life around, it isn't the job of a neighborhood or a local government to help them. But if you focus on the working class and the working poor, people who lack capital and credit rather than those who must "reinegrate" into society, the city might be able to grow a larger middle class. A larger middle class will bring more service industry jobs and opportunity for unskilled laborers.
