Maryland in general has a very high cost of living, particularly compared to Tennessee. In addition to high rents, your utility bills are bound to be a shocker so, you may want to consider a smaller apartment or, one that includes utilities in the cost of rent. Check out some of the Baltimore county suburbs such as Reisterstown, White Marsh, Arbutus, or possibly even Harford County (avoid Edgewood--high crime area). Some of the suburbs still offer affordable rentals and all are within a half hour to Baltimore City. You might also want to google some of the smaller neighborhood newspapers, e.g., theaegis.com, owingsmillstimes, etc. They often offer more affordable apartments in their classified ads. As far as Baltimore City goes, the northeast side of town is still reasonable for house rentals and houses converted into apartments--check out neighborhoods of Arcadia, Hamilton, Overlea, Lauraville. Stick with the suburbs, minimize your commute to work, ask about specific neighborhoods...your original questions are too broad. Look at a map and find your workplace, then work out from there. Traffic is a nightmare, so being close to work is BIG around here. Forget about the city; all the 'nice' neighborhoods are high-dollar...when it comes to big city living, you will always pay a premium for relative "safety"-not so much in the burbs.

To the OP: For a quick commute to downtown B-more from outside the city try. Catonsville, Owings mills(I knew students who went to UMB and took the train in everyday), Columbia(little farther),Whitemarsh, Mt Washington (technically inside). There are many other suburbs that will fit your budget. These just jump out at me as commuter hubs.
The OP is almost 2 years old. I assume they've made a decision by now.
