The easy answer is because it is not winter anymore. The winter weather in Baltimore can be mild to extreme without anyway to predict it. So most public works projects wait until the weather is typically decent at best which means multiple projects happening at once.

Does anyone know exactly what they are doing in Harbor East? The roads have been ripped up so many times over the past three years in that area of the city, makes parking/traffic a nightmare.

83 has to do with the bridge crumbling and sink holes or something.

There's so much development there now (and more coming), maybe it's just applying some quick fix to the 100 year old tangle of wires, water and sewer lines running through there.

I've also seen BGE gas lines going in when out running.

True, just seems never-ending. Also makes for a cluster* of a situation around there, especially as parking is limited as is...

Quite true. The Circulators work well through there - maybe they would be an option for you? My wife works in Fells pt, she finds it much easier and less expensive to bike or take the bus.

I'm ranting specifically because parking around there for Starbucks (when I'm on the run), is a PIA. But, I just deal with it as best as I can (and try to avoid the nasty policeman on the bike around there who loves to ticket), or just head over to Canton for caffeine.

When I lived in the area, I remember them ripping up/damaging the nice cobble stone streets--was a shame to see.

I don't know but getting around Mt. Vernon yesterday evening was difficult.
