I grew up in the neighborhood and the Sowebo festival is one of the neighborhood's best kept secrets look it up. They have a webpage somehwere with lots of cool pics. Very diverse crowd lots of artists, locals, rockers, hispters and other kinds of folks too. Everyone gets in on the vending action as well, like some neighbors that live on the blocks where the festival is held will also have their wares for sale as well. There are all kinds of activites for kids like children's plays, music, and face painting. The festival used to last late into the night up until the early 2000's when police began to crack down for whateva reason. I never saw anyone get hurt but i know some of the rockers would get so drunk they would pass out in the gutter or on peoples cars. Back then they had an unofficial rule that you could bring your own alcohol so everyone, whether they was black or white, would be walking around drinking 40's of malt liquor and beer with no bags out in the open. Now the festival is much more mild but there are still plenty of artists who come back every yr many are not even from baltimore.
