News to me! I am roundly chastised here for suggesting that Baltimore is a filthy city. Folks are quick to relate their experiences of walking for miles on city streets without seeing a shred of trash. So it must be something else that I see. In DC, Capitol Hill, there are "Ambassadors" who wear blue jumpsuits and who patrol that neighborhood sweeping curbs, emptying public trash cans and providing directions. DC understands something Baltimore doesn't. A clean city projects a certain positive image which impacts all other aspects of life.
