I only have one question for everyone, how many of these households on the verge of getting their water shut off have cable TV?

FWIW, our quarterly water bill was $150 for two people who are fairly water-conscious. Obviously this is using OC's rate, but think about what having 3 kids can do to that!
The problem with throwing dollars amounts out is that it doesn't compare anything, you have to look at usage. Compare gallons to dollars (or thousands of gallons, it's easier).

For your $150 bill how many gallons is that? For reference, when engineers design water systems and sewer treatment plants the usage is averaged at 250 gal/day for a family of four. So your 2 people should be using 125 gal/day. Take that times 90 days in a quarter and you have 11250 gallons. If you're under that you're doing well, above (especially significantly, more than 10%) you're not as water frugal as you think.

Our base charge for W&S including Flush Tax is $148/quarter for 10K gallons.

Water is not free !!!! If you think it should be and you want it then you need to move some where that you can have your own well. I and many other people pay this and the sewer charge for the service of knowing we can have drink able water and working sewers. If you think it should be free, just who should be paying ???? Here is an idea, you can go to this site [url=http://cityservices.baltimorecity.gov/realproperty/default.aspx]Real Property[/url] and see who owes what in back payments. I have many folks on my block who have bills over $1,500 and as high as $4,500 and have never been shut off. The city I was told will never shut off water to a house if people are living in it. So people just stop paying your water bill !!!!!
