Well, let me tell you unless you have a good financial backing and personal wealth, then real estate is probably not for you. It's not a get rich quick scheme, and you can lose a lot of money for several years until you see cash flow. When "rehabbing" a house, it can be even more expensive. I'm not joking. Real estate is an investment. If you do not have money to invest and are hoping to somehow make money out of thin air, then pls move along.
Since you will not listen to me anyway, here goes: Baltimore City has some stupid and expensive programs made up by liberals who have no practical experience in economics, realty or business such as Project Scope. If you are interested in being an "owner-occupier" in a contaminated dump in a transitional area and put yourself on the hook for 300K+, then Project Scope may be just the project for you.
Baltimore City also has a Rolling Bid program for dumps in areas that are well, less-desirable. The upside of this program is that you bid whatever you want for these houses. Be warned, the point of the Rolling bid program is to get contaminated heck-holes off of the the city's "vacant city property" list and back onto the TAX rolls. So you will have a better chance if you claim to plan to turn the building into condos or something equally unrealistic. You have to come up with a business plan and fill out some paperwork, and also prove that you have financing for the project.

?-I think the city should just sell the houses and vacant lots for a dollar and get rid of the farce of their stupid taxpayer-money-and-paper-wasting "programs." Maybe that's what Dixon is planning to do with her "Land" bank. But I doubt she would think of any thing decent since her big ideas are to attract MORE homeless people to Baltimore and not lower property taxes. I say throw the book at her and will someone Business Friendly and Tax Payer friendly and Environmentally Friendly PLEASE run for mayor of Baltimore. Please.
