Seems as if the people aren't driven to be anything (to move up) which is why it is the way it is. Although not all are like this, just most are (usually the locals). It's the transplants that are already successful that are moving to Baltimore and are surrounded by like-minded successful people. There are articles out there that for you to be positive and successful, one must surround your self with like-minded individuals. In Baltimore, it's hard to find such individuals who aren't already self segregated and sheltered from the real Baltimore.

mention generations of hopelessness) it is rather difficult

*Agreed!!! But, there are multiple reasons for this apathetic and mediocre existence among many locals. Some of it's internal, having a sense personal responsibility and lack accountability to one's own development, and the other is more external, where there are social and economic forces working to keep things segregated and dysfunctional for political ends.
