I would recommend you consider Otterbein. Like Federal Hill, Ridgely's Delight, and Pigtown, Otterbein is located close to downtown. It's a gorgeous neighborhood that's often overlooked. You might struggle to find a rowhouse in your price-range there, but's worth the look.

Hampden's good -- or better yet, Wyman Park (which is basically Hampden, but east of Keswick Road). For $250K, you can get a nice place on somewhere like Tudor Arms, overlooking the park. Plus, you can pretty much drive to most places in Baltimore in 10 minutes, since you're close to 83.

I would definitely look into Hampden. I live here now and the area is great. Its very up and coming with many new restaurants, high end boutiques and other great shops newly opened. It was voted best neighborhood by Baltimore Magazine this past year. And for good reasons!!!
Although downtown area like many have said is quite fun, people I know that live down there have delt with much crime (break ins to homes and cars). Hampden is only a 5 minute drive to downtown so you can be down there in a jiffy without having to live down there and around all the traffic and crime.
Hampden has this thing called "The Avenue" all shops and boutiques and restaurants which is quite fun to walk down on a nice day. I absolutely love living here. I live one block from the avenue and its nice to walk down and grab a drink or go to all the funky shops. Some really great stuff.
The rowhomes are amazing and beautiful. I live in a 3 bedroom, 2 bath unit with original stained glass and high ceilings.
The area is very diverse with young professionals, young families, and people who have lived in Hampden all their lives. My neighbors to the right are all 20-something, very nice young professionals, and my neighbors to the left are a young couple with a 2 year old son. A couple doors down is your "typical" Baltimore family who yell off their porch at eachother in that terrible Baltimore accent. I find it hilarious. I find it quite funny. But it really is a good mix.
Havent had one issue of crime or break-ins here. The main issue going on in Hamdpen is drugs. You occassionally see someone standing on the corner, clearly waiting for a drug exchange. They dont bother anyone though...just sad to look at.
I love it. Definitely look into it and I think its absoultey in your price range.

Like I said Hampden is a great area as well. However, drugs are a problem in every city. Hampden has its problems with drugs as you noted............. NEWS FLASH, where there are drugs there is crime. Don't kid yourself. And as for laughing at the people with the Baltimore accents, they are laughing at you too. They bought their home for probably less then 30k, and you probably bought yours for 300k. No hard feelings 
PS that short five minute ride home on 83 from the downtown bars sometimes has alcohol check points at night. Be careful driving
