A majority of Baltimore's heroin comes from South America through the south west and Mexican border. Schumer and Pelosi prevented Trump from building a wall there that would have hampered the importation of heroin, no doubt about it. The criminals win again.

Baltimore is the heroin capital of the United States.
Government agencies estimate that as many as one in 10 of the city's residents are addicted to the drug.
Heroin plays a role in Baltimore crime problem, for various reasons.

Most drugs come into the country where walls and fencing already exist.

Without a border, more immigrants also come into Baltimore getting on welfare programs, ie. free healthcare, drivers licences, education, etc. that others have to pay higher taxes to support. They never buy car insurance but they do get in accidents.
