My off-hand comment is this: Baltimore experiences a huge amount of brain drain. Scientists, medical professionals and academics graduate from Baltimore institutions, may stay here for a while but eventually end up migrating to some more welcoming pastures. Contrast that with Boston, which has a much better retention rate, or such places as the Silicon Valley which benefit from the brain drain.

baltimore's best is on a distinguished road
Baltimore only has a 10.3% HS dropout rate according to the article. That's pretty good. The schools must be improving.

I believe that statistic encompasses the entire region with private schools included. The city drop-out rate is much higher.
