Default moving to baltimore

I am moving to Baltimore, and would like suggestions regarding where to live. I am mainly looking for safety, as I have a wife and 21/2 year old. It would be great if it is close to Johns Hopkins and the Brooklyn Area.

I looked at some properties online at Montgomery Run in Ellicott City, but the apartments look small, although well kept. I was looking for 3 BR/2 BA apartments, if possible below 1300 dollars. My research into Glen Burnie area is ongoing. I found this apartment [310 BLUE WATER CT #202
GLEN BURNIE MD 21060
]but do not know whether it is good, or the area safe.

Also, how is the traffic around 7am/8am from Ellicott City to the Johns Hopkins/Brooklyn area. Are we talking a 30 minute drive or a one and half hour drive?

Any comments will be greatly appreciated.
