Baltimore is similar to many large cities in that there are nice areas and not so nice areas and you learn the boundaries fairly quickly. The nicer downtown areas include Canton, Fells Point, Federal Hill, MT. Vernon, Roland Park to the north, as well as Mt. Washington, and several smaller neighborhoods. Areas close to the Harbor such as Canton and Federal Hill are pricey but fairly safe. Baltimore is diverse both in race, culture, economics, you name it. I think most downtown neighborhoods are safe but that said, you need to be aware when walking alone at night and, you need to know the boundaries of particular neighborhoods. Crime is an issue, but primarily in blighted areas east and west of downtown. In terms of social life, I don't know if you are coming from a large "gay oriented" city but, Baltimore lacks a gay culture per say. There are some bars scattered about, primarily in Mt. Vernon area and gay friendly restaurants but, you won't find the social groups, outlets, etc. that you would find in D.C., NY, San Fran, or even some smaller cities. Baltimore is a friendly town, not at all pretentious. Job market is decent considering the times we are in. The city is surrounded by great parks, a fair amount of cultural institutions, and has a lot to offer but still has a small town feel. If you are seeking a city with a somewhat small town feel, you should do just fine. best of luck.
