Default Paper Road??

Does anyone have any information on how to go about having a piece of land that is considered a "paper road" re assessed to either be turned into a "ground rent" or buying that piece of land from the city?

Contact the City Dept of Public Works and ask them the process. There are bills passed almost monthly by the City Council releasing previously established "rights of way" which were set up as streets but never built. I am pretty sure the property reverts back to the property owners abutting each side. I closed a paper road in Baltimore County about 15 years ago when I was helping a friend get permits to build a house on a small lot. I believe we had to post something in the newspaper first. Property owners abutting the paper street have to petition the appropriate government to abandon the ROW. Those on either side get 1/2. Typically the government keeps a utility easement. An ordinance of intent to abandon has to be introduced and a public hearing held. It becomes difficult if interior owners use the ROW for access to their property.
