You summed it up pretty nicely. I second it. I would add for favorite: location and lower cost of living than DC.
I would add for least favorite: summers. They can be really humid.

I agree that LF summed it up well.
My favorite: Baltimore is not pretentious.
Least favorite: Pedestrians not using crosswalks, walking out into traffic, and moving very slowly.

I'll add to that:
Favorite: Distinct neighborhoods, many excellent non-chain restaurants, public markets, and cozy neighborhood bars.
Least favorite: Motorists that don't yield to the pedestrians who do use crosswalks, litter, and locals' inferiority complex that sometimes holds back its progress.

I think I might be the only person in the world who likes summer in Baltimore. I remember walking my dog on the trail in Wyman Park once, and came out of the relative cool of the trail into the open sun. It was like opening the door of a sauna and getting a blast of heat and steam in the face. For some reason, I loved it!
Summer nights were great on the front stoop. Out here in California, no one sits on their front porch at night. We're out there sitting and the neighborhood's empty. Of course, we also brought with us that peculiar Hampden habit of walking down the middle of the street instead of using the sidewalk. I think it's genetic.

Since I do art I believe the hidden art treaures are the best. The churches, parks and mansions are beautiful. The worst things are all the unsequenced traffic lights . including too many cameras and parking problems really the pits.

Unless I am within walking distance of a large body of water for diving and swimming, I hate hot weather. I know what you mean about the "stooping" though. I think I would miss that if I left Baltimore.

I really miss the seafood, the people (so much more blunt and honest than they are out here), and architecture which was pretty spectacular in some places.
I don't miss the crime.... I'd not mind it if concealed carry was legal in Maryland, but it's not. Rather unsettling walking around town at night without a means to defend oneself....

Like: City Amenities without the BIG City hassles; access to DC; neighborhoods; architecture, Waterfront, festivals, and the City's potential.
Dislike: HIGH TAXES - without significant improvements in other quality of life areas.(crime and govt corruption could go here also but they are more obvious)
