I can see the Middle Branch also becoming "harbor west" with the Casino, Westport and related development along Russell Street occuring. It would be nice to see:
Fells Point-remain authentic harbortown baltimore
Habor East- upscale, trendy "georgetown" style bemore
Inner Harbor- touristy, family entertainment center, "front door" of the City
Inner Harbor (West)- sport entertainment( ahem.... horse racing-Preakness), major festivals (Afram, get Virgin Mobile back), and gaming center.
This would give baltimore something for everyone

If you can, try to hit Artscape before you go.

So here's the question: How is the harbor in the fall/winter/spring? I am assuming that there is not live music in the winter just because of the temperatures, but does it have that same general vibrancy of lively feel?
I'm looking to relocate and Baltimore is on my list of places. I know the Central district pretty well, but I've only driven around/through the other districts. I'm just curious if the Inner Harbor becomes a relative ghost town in the off-season.
Other things of note about my situation: I am currently employed; I work from home (programmer). We poked around a bit at some apartment buildings' websites (Zenith, Ivymount) and found the cost to be very reasonable. I have 2 children under 2 years of age. We aren't having any more kids. We have a lab mix dog who lived with us in an apartment in NYC previously.. as long as she gets her run, she is good.
If we do relocate, we plan on moving to the Inner Harbor, but are open to other neighbourhoods.

If by "vibrant" you mean packs of teens, armed, and preying on innocent victims- yeah that goes on year 'round. Check out recent news stories on the mayhem and the city's efforts to cover it up.

If the police were not out in droves before... I bet they will be now.. I think the Mayor made a comment that people did not want to see the Inner Harbor turned into a "police state" ?But how would the presence of more police officers chase off tourists? Im not a tourist.. but as a resident and occasional visits the harbor... I have no problem walking around with scores of Police.. seems like only those who would mind would be the criminals? Also.....Locally the question may be raised.. why increase police protection at the Inner Harbor while XYZ neighborhood where 18 people were shot says they are now suffering from less police... then on top of that you have no budget to pay overtime...and residents want lower taxes than just two cents off the assessed value every three years....tough decisions all the way round but something has got to be done..Hat goes off to the commish.. he's got his hands full.

There's plenty of stuff and crowds in the harbor all year round, but its significantly less in the winter.
I can't imagine living in the actual in harbor area... you aren't really close to anything except annoying parking, tons of street and foot traffic, overpriced chains, etc. I think it would be a total mess. If you get a place about 1/2 mile on either side in fells point, mt vernon, federal hill, or harbor east that would be alright. We live about a mile walk from the inner harbor in federal hill and its fine. If you really like city life and can afford $400-500k for a large rowhouse with a garage (or at least parking pad) I think it would be fine. For elementary school, public schools are probably fine but after that you'll need to seriously think about other options.
