If you're an artist that lives in Highlandtown you get property tax credits (and property taxes in Baltimore are crazy high) and income tax credit for any art you create in your residence. It is an Art & Entertainment district.

Better parts are South of Lombard. <Patterson Park, Haven St, Eastern Ave are other boundaries>
The area has tons of latinos, weird mix of whites, but generally pretty chill.
Lots of artists live in Charles Village (or Hamden). But for your price range you'd be in just as sketchy area as Highlandtown. Actually, I've seen sketchier stuff in Charles Village than Highlandtown.

Can I just say I love this post!!!!...LOL!!!...I grew up in the Govans area...I thought it was called Wilson Park back then but whatever...hey listen if you don't bother people here...people won't bother you...but I would also invest in a house alarm...not sure what type of house you will get for that type of money...but I would seriously invest in a house alarm system...I do know of a lot of houses that get broken into...and the police do nothing about it because sometimes it's just kids with nothing else to do...I would check the police crime stats in that area too...good luck in your search

A bit of history
Govans was the white part; Wilson Park was the black part after the banker Wilson bought a farm during WWI. The reason he was able to buy it that the farm's owners were Germans and in their jingoistic economic thinking whites did not want to buy anything from Germans. That gave an opening to Wilson.
Here is my question. Many Baltimore neighborhoods had covenants in those days barring blacks and Jews. Did Wilson Park have covenants? If so, what did they say?

virtually nowhere are you safe in that cesspool of humanity called Baltimore. It is perhaps the worst, most Mad Maxesque city in the usa -and a very well kept secret thanks to the crooked democratic regime that virtually owns and runs Baltimore -- and by extension - the entire state of maryland.

Don't Worry Not a Bad Town
For the most part Baltimore Crime is directly tied to the drug trade. There are of course some spill over crime but for the most part if you are not involved in the drug game you are fairly safe.
There are several good areas to live in Baltimore, in the city I would look at Fells Point which is a very hip part of the inner city close to many things to do. If you get lucky in this market you mind find something in the high end areas so try there first.
City Locations - Beverly Hills, Roland Park, Federal Hill, Mount Washington
In you can look outside the inner city, but close there are the following options well within your budget.
Rosedale, White Marsh - Stay away from Essex, Dundalk
Parkville, Loch Raven and Towson
These are just several areas to consider.
