I'll be arriving at Penn Station in Balto. and would like to rent a car. Will this be possible to do at the station?

Nope.. I believe that the only car you can hire at Penn is a Taxi? Maybe there is a call rental place in Mt. Vernon but it may be several blocks from the station.

The Baltimore Parking Authority is developing a car sharing program similiar to ZipCar in DC where you can become a member, reserve a car online, then way your card over the car's windshield and the doors pop open and off you go... but that down the road hopefully in the not so distant future. Penn Station would be a logical place for these cars to be parked.

Unfortunately it's no Union Station (DC). The amenities are hmmmm...3rd worldish, including the disintegrating platform, rusted stairs leading to a vacant decaying "station." Welcome to Baltimore. Enjoy your stay.

I believe there's an Avis courtesy phone at the station and they'll pick you up. You could also easily take a cab to a rental car office--there are a number of them downtown and to the north near the Charles Village neighborhood.

NextCar & Enterprise are north of the station on (respectively) Howard & 23rd streets, and Sisson & 26th streets. There's a line of cabs outside the rail station that can take you there.

Yes, it's no Union Station and below standards compared to the other large city train stations on the east coast. However, it's a beautiful station and about to have a hotel on the upper floors. It has also been relandscaped and is quite convenient to town. As a person who has traveled by rail quite extensively around the country, Baltimore's station is fine. In terms of car rentals, the other posts have been spot-on.

Call Enterprise Rental Car on 23rd Street. Tell them to come pick you up. It will be free of charge.
