I'm in Chicago, moving to Maryland. Possibly Baltimore. I have been there. I can't remember the name of the Hispanic neighborhood in Baltimore. I think it was somewhere on Broadway Ave? I'm not Hispanic, but that area seem like a vibrant area to live in. Is it a safe place to live? How are rent like in that area? Coming from Chicago, it is not hard to find a studio and or 1 bedroom apartment in this city for around $500-$600 (utilities included). I checked on Craigslist, most in Baltimore start at over $600, rarely a studio, usually a 1 bedroom. What other areas in Baltimore are worth looking into that is affordable to start with?

One thing I notice as well is that dilapidated houses in Baltimore city seems like a better offer than some of its rentals, price-wise.

Why are the "safest" apartments for rent over $1000? Is this to keep out the "thugs" away from the "yuppies"?

Highlandtown has a lot of illegal immigrants. However many more of them live closer to DC in PG County and eastern Montgomery County.

Yes, the Broadway - Highlandtown neighborhood of Baltimore has many Hispanics. Also in the Maryland suburbs of Washington, the communities of Langley Park, Wheaton, and to a lesser extent Riverdale, Bladensburg and Gaithersburg are quite Hispanic.

I'm not as familiar with Baltimore, but like the people above me said, Prince George's County, particularly the northwestern parts of the county, has a large Hispanic population. The area around University Blvd and New Hampshire Ave in Langley Park/Adelphi is almost entirely Hispanic, and the rents there should be relatively affordable for the DC area. Other areas like Bladensburg, Chillum, and Mount Rainier are mostly black, but with a large Hispanic population. And Hyattsville and Riverdale have a pretty good mix of black/white/Hispanic.
