This is unconstitutional and a hinderance to the free market. I hope my old ticket broker buddies in Va buy tickets and sell them to people in Philadelphia/NJ. I guarantee this is what will happen and I wholeheartedly approve!
That would be the only way a philly fan could get them since they can use a credit card with a PA address.
Its not like Phillies fans travel down there to watch them play. DC just has a lot of Phillies fans. If Pittsburgh and Philly were in the same league you'd have the same thing, Phillies fans would go to the Pirates stadium to watch the Phillies play. Pittsburgh has a lot of Phillies fans, too.
So The Nationals can change leagues and go bankrupt or ban Phillies fans and go bankrupt.
A lot do travel down to see them in DC....its not all that far from Philly, and with tickets at CBP being hard to get, its the next closest place along with NY. And now that Mets fans are not showing up like they used to with the team being a mess, you'll probably see a lot more Phillies fans showing up at Citi Field.

Obviously NOT if the Orioles are not in the Phillies division. The Nats have to deal with tons of Phillies fans in their stadium several time during the season since they are in the same division.
Money talks so they will do what ever brings it in.
And fyi- Not all fans are from Philly.
Most of them are since it's a 3 hour ride down 1-95
