Actually Sacramento has a larger TV market then San Diego.

If you actually look at the orgins of the Vancouver Grizzlies, they had a strong fan support for most of their years in Vancouver. The team was sold after 6 years and originally was suppose to move to St. Louis but the League Vetoed it. Vancouver has an increasing population and decent basketball culture. If then had strong ownership then they could definitely support an NBA team.
